广东省机电设备招标公司是根据国务院决定，由原国家经委批准于1985年9月14日成立，独立行使招标职能、独立核算、立足本省、面向国内外的专职招标机构。公司的前身是管辖粤、桂、闽、琼四省区招标业务的全国八个专职招标机构之一。经国家外经贸部和国家经贸委严格审定，分别取得中华人民共和国国际招标机构甲级资格和技术改造项目设备甲级招标机构资格，同时具有相关业务的进出口经营权。公司拥有一支以专业技术人员为主体的高素质的专职招标队伍，各类专业人员占职工总数的90%以上，而具高、中级职称者占70%以上。公司自有办公物业2500M2，配有办公自动化设备，建立了计算机信息管理系统，可通过国际互联网交流信息及发布标讯。此外，公司还建立了由技术、经济及法律专家和学者组成的专家支持系统和完善的招标项目、设备档案。

　　公司的宗旨是：服务、效率、公正、权威。即提供优质服务；努力提高工作效率；公正对待委托方和投标方；严格执行国家与招标相关的法律、法规、政令，尊重国际惯例，履行法定招标程序，确保招标工作的权威性。公司招标业务立足广东，面向国内外。至2003年底,公司共完成国内外招标、咨询项目2000多项，总金额30多亿美元，招标的平均节资（汇）率约10%以上，取得了良好的社会效益和经济效益，并积累了丰富的招标经验和厂商、设备信息。

　　公司主要职责及业务范围：

　　一、 接受政府、金融机构和企业委托，立足全省、面向国内外受理机电设备招标采购工作：

　　1. 承担法定招标的机电产品采购的国际招标；
　　2. 承担技术改造项目所需机电设备及服务采购的招标及相关业务；
　　3. 承担政府采购中物资、设备及服务招标及相关业务；
　　4. 承担基本建设项目中的物资、设备及服务采购招标及相关业务；
　　5. 承担利用外资项目（含国外金融机构及政府贷款）的设备及服务采购的招标及相关业务。

　　二、 组织与机电设备招标相关的项目选点、设计和设备安装等的招标工作。

　　三、 受理投资项目和机电产品的信息咨询和技术咨询。

　　四、 组织国内企业或机电产品参与国内、国外投标。

　　五、 开展与招标、咨询项目相关的经济技术合作业务。

　　六、 提供进出口贸易服务。

Introduction

　　Guangdong Provincial Machinery & Electric Equipment Tendering Corporation was established on Sep. 14, 1985 with the approval of the former Economic Committee of the State Council. As one of the former eight regional tendering institutions, its business scope once covered Guangdong, Guangxi, Fujian and Hainan provinces. It is now a financially independent specialized tendering institution with its business firmly planted at Guangdong Province while serving other domestic and international customers at the same time. The corporation is awarded by the Ministry of Foreign Trade and the Ministry of Economy the "First Grade" qualification for both international bidding and technical innovation bidding projects with the scope of operation extended to the import and export of the relevant equipment. The staff of the corporation is qualified and experienced, of whom 90% are professionals and 70% have medium and high professional titles. The corporation has its own business premises of 2500 M2, equipped with office automation facilities and computer management system which enables the realization of information exchange and invitation for bidding through internet. Besides, the corporation has set up supporting systems such as the Consultant Committee that consists of technical, economic and legal specialists and a complete project filing system.

　　"Service, Efficiency, Justice and Authority" is the principle of the corporation. In other words, providing good service, working efficiently, being just to both buyers and bidders, and strictly following national policies and international rules to ensure the authority of its work is what the corporation has always been trying to do. Up to the end of 2003, it has completed more than 2000 projects with tendering value amounting to 3 billion USD and saving over  10% of the investment, achieving both good economic and social effects and gaining rich experience and information.

　　The scope of business includes:

　　1. Tendering of machinery and electric equipment upon entrustment of the government, financial institutions and enterprises:

　　(1) International tendering of machinery and electric equipment required by the law;
　　(2) Tendering and other services for the procurement of machinery and electric equipment for technical innovation projects;
　　(3) Tendering and other services for the procurement of goods, equipment and service for the government;
　　(4) Tendering and other services for the procurement of equipment and service for construction projects;
　　(5) Tendering and other services for the procurement of equipment and service for foreign financed projects (including loans from foreign government and financial institutions);

　　2. Tendering for project site selection, design and equipment installation.

　　3. Information and technology consultation on investment projects and machinery and electric products.

　　4. Organizing domestic enterprises or machinery and electric equipment to participate in international tendering projects abroad.

　　5. Economic and technical co-operation business relevant to the above work.

　　6. Providing import and export services.
